<북미평화협정을 촉구하는 국제연대> (International Coalition Advocating for a Peace Treaty between DPRK and U.S.)는 2013년 1월 <제1차 코리아반도의 평화와 번영을 촉구하는 국제대회>를 포츠담에서 개최한 이래 <제2차 코리아반도의 평화와 번영을 촉구하는 국제포럼>을 2015년 11월 24일-27일 독일 베를린에서 개최하였다. 이번 국제포럼에는 윤길상 재미동포전국연합회 회장을 비롯해 14개국 Austria, Canada, China, Czecho, DPRK, Denmark, Germany, Greece, Japan, the Russian Federation, Sweden, United Kingdom, and the USA.에서 학자, 연구가, 평화활동가 및 종교지도자들이 참가하였다.

 

2박 3일간 열린 2차 국제포럼에서 논의한 참가자들은 북미평화협정체결만이 전쟁을 막고 코리아반도의 평화와 번영을 마련할 수 있다고 강조하였다. 또한 평화협정체결은 오직 북과 미국 당사자만이 할 수 있다고 밝혔다. 그리고 평화협정체결 될 때까지 매년 국제대회를 열기로 하였다. 국제포럼에 참가한 박문재 재미동포전국연합회 수석부회장은 이 내용을 광고로 만들어 Korean Quarterly 신문에 소개하였다.

The International Coalition Advocating for a Peace treaty between the DPRK and the U.S.

(ICAPDU)

 

The Second International Conference for Peace and Prosperity on the Korean Peninsula

(November 26, 2015 --- Berlin Germany)

 

This year, in 2015, the Korean peninsula marks 70 years of division and 62

years since the three-year Korean War ended with an Armistice signed at

Panmunjom, on July 27, 1953. The Armistice was accompanied with a

promise, which to this date is unfulfilled, that a peace treaty between North Korea

(Democratic People’s Republic of Korea or DPRK) and the U.S. would follow. The

International Coalition Advocating a Peace Treaty between the DPRK and the U.S.

held the Second International Conference for Peace and Prosperity on the Korean

Peninsula on November 23-26, 2015, at the historically significant location of

Checkpoint Charlie in Berlin, Germany.

 

As an international forum for peace in Korean peninsula and Northeast Asia, the

Conference brought together researchers, scholars, lawyers, peace activists and

religious figures from fourteen countries; Austria, Canada, China, the Czech

Republic, Denmark, DPRK, Germany, Greece, Japan, the Republic of Korea, the

Russian Federation, Sweden, the United Kingdom, and the U.S.

 

After three-days of intense conference, during which the international participants

made presentations and held discussions on their positions, the following resolution

was adopted unanimously. It is based on the sense of urgency shared by all the

participants that it is imperative and of the utmost importance that a formal peace

treaty between the DPRK and the U.S. be signed for the peace and security of

Northeast Asia.

 

The conference participants further agreed that there is great risk of a miscalcula-

tion which could ignite a war in the Korean peninsula, as the world observed in

August 2015, when there was danger of military escalation after the exchange of

artillery fire in the peninsula. Such an event could lead to a nuclear escalation, risk-

ing a global catastrophe that would endanger all humanity. Finally, the participants

agreed that an immediate moratorium on war games involving external actors on

the Korean peninsula should be implemented, because such war games will only

heighten tensions, hinder the building of the mutual trust, and risk the prospect of

an accidental and miscalculated catastrophe in the peninsula:

 

Resolution

 

(1) To urge and work for a new climate and broad global coalition calling

for and urging the U.S. and its people, to establish a Peace Treaty between

the DPRK and the U.S. to finally end the state of war on the Korean

Peninsula as a first step which will lead to the reunification of the Korean

people and their homeland.

 

(2) To communicate the urgency of the Peace Treaty between the DPRK

and the U.S. to the participants’ own countries and people by all means and

languages.

 

(3) To gather annually to reaffirm the participants’ commitment to the last-

ing peace in the Korean Peninsula and to urge the execution of the formal

Peace Treaty between the DPRK and the U.S. that will empower and benefit

the people of Korea as well as the United States.
