SEOUL, South Korea — President Park Geun-hye’s acknowledgment this week that she got help, including the editing of some of her speeches, from a mysterious woman outside of government has caused an uproar in South Korea.

서울, 한국 – 박근혜 대통령이 이번주 연설문 수정을 포함하여 정부 밖의 불명의 여성으로부터 도움을 받았다는 사실을 인정하면서 한국이 논란에 휩싸였다.

 

Media and online commentators speculate that the woman, Choi Soon-sil, might have meddled in other state affairs, even as she used her connections to Park to push companies to make tens of millions of dollars in contributions to establish two nonprofit foundations.

언론과 온라인 논객들은 최순실이라는 여성이 박 대통령과의 인맥을 이용해 기업들에게 수천만 달러를 기부하도록 압박해 두 개의 비영리재단을 설립했듯이 다른 국정에도 관여했을 것으로 추측한다.

Park acknowledged having close ties to the woman, saying in a nationally televised address Tuesday that Choi helped her “when I had difficulties” in the past.

박 대통령은 지난 화요일 전국에 방송된 성명에서 최 씨가 과거 “자신이 어려움에 처해 있을 때” 도와주었다고 말하며 그 여성과 친밀한 관계임을 인정했다.

 

Park said Choi gave her advice on speeches and public relations issues during the 2012 presidential election campaign and for an unspecified time after Park’s 2013 inauguration. She didn’t mention the reports about Choi’s corruption scandal.

박 대통령은 최 씨가 2012년 대선 기간 동안과 2013년 취임 이후 특정하지 않은 기간 동안 홍보 및 연설문에 대해 조언을 주었다고 말했다. 그녀는 최 씨의 부패 스캔들 보도에 대해선 언급하지 않았다.

 

But the president’s acknowledgment that she got some help from Choi appeared to give credence to widespread media speculation that Choi, who doesn’t have any official government post, might have pulled strings behind the scenes and interfered in key state affairs.

Stories about Park’s statement Tuesday were on every major newspaper front page and led TV newscasts. Liberal opposition lawmakers demanded resignations from all of Park’s presidential advisers and Cabinet members.

박 대통령의 성명 소식이 모든 주요 일간지의 1면과 TV뉴스에서 다뤄졌다. 진보적인 야당 국회의원들은 박 대통령의 비서진과 내각의 총사퇴를 요구했다.

 

Many South Koreans believe that Park’s acknowledgment is the tip of a much bigger iceberg, and that Choi was deeply involved in state affairs behind the scenes.

많은 한국인들은 박 대통령이 인정한 것은 빙산의 일각이며, 최 씨가 막후에서 국정에 깊이 관여하고 있었다고 생각한다.

 

Park’s statement failed to soothe public anger. In fact, it triggered more questions about Choi’s role in her government. The acknowledgment also seems to feed into long-running criticism that Park doesn’t manage things transparently.

박 대통령의 성명은 대중의 분노를 가라앉히지 못했다. 오히려 이 성명으로 박근혜 정부에서 최 씨 역할에 대해 더 많은 의문을 불러일으켰다. 또한 박 대통령이 잘못을 시인함으로써 그녀가 국정을 투명하게 운영하지 않는다며 지속적으로 제기돼온 비판에 힘이 실리는 듯 하다.

 

Park’s perceived faults are often seen by opponents as similar to the heavy-handed style of her late dictator father, former President Park Chung-hee.

WHO THE WOMAN IS

Choi and Park reportedly became friends in the mid-1970s because Choi’s late father served as Park’s mentor. At the time, Park was serving as acting first lady after her mother was killed in 1974 by a man trying to assassinate her father.

최 씨와 박 씨는 1970년대 중반 최 씨의 돌아가신 아버지가 박 씨의 조언자 역할을 하면서 친해진 것으로 알려졌다. 당시 박 대통령은 1974년 그녀의 아버지를 암살하려던 남성에 의해 어머니가 살해된 후 영부인의 역할을 하고 있었다.

 

Park’s ties with Choi’s father, Choi Tae-min, and his family have haunted her political career even after his 1994 death. Local media reports described the elder Choi as a cult leader who was once a Buddhist monk and allegedly used his relationship with Park to take bribes from government officials and businessmen.

The junior Choi is also the ex-wife of a man who served as Park’s chief adviser when she was in the National Assembly before she became president in February 2013. The man, Chung Yoon Hoe, had worked under Choi Tae-min.

딸 최 씨 역시 박 씨가 2013년 대통령이 되기 이전 국회의원 시절에 비서실장을 지낸 사람의 전 부인이다. 이 사람, 정윤회는 최태민 밑에서 일했다.

 

A Japanese newspaper reported that Park was with Chung during a ferry sinking in 2014 that killed more than 300 people. South Korean prosecutors charged the journalist who wrote the story with defaming Park, but a Seoul court later declared him not guilty.

한 일본 신문사는 2014년 세월호가 가라앉으면서 300명이 넘는 사람들이 사망하던 시간에 박 대통령이 정 씨와 함께 있었다고 보도했다. 한국 검찰이 기사를 쓴 기자를 박 대통령 명예훼손으로 기소했지만 서울지법은 나중에 무죄를 선고했다.

The ongoing scandal will likely hurt Park’s ability to govern and could deepen her lame duck status ahead of next year’s presidential election. Under South Korea’s constitution, Park cannot run for another term.

계속되는 부패 스캔들은 박 대통령의 지배 능력에 손상을 입힐 것이고 내년 대선을 앞두고 레임덕을 더욱 가중시킬 수 있다. 한국의 헌법하에서 박 대통령은 재임을 위해 출마할 수 없다.

 

A lawmaker from the ruling Saenuri Party has asked her to leave the conservative party, and political observers say more lawmakers will likely make the same request to try to distance themselves from Park ahead of the 2017 election.

집권 새누리당의 한 국회의원은 박 대통령에게 보수당인 새누리당을 탈당할 것을 요구했으며 정치 평론가들은 더 많은 국회의원들이 2017년 선거를 앞두고 박 대통령과 거리를 두기 위해 같은 요구를 할 것이라고 말한다.

 

Calls for Park to reshuffle top officials and quit the ruling party could loosen her grip on state affairs at a time when South Korea faces assorted security and economic problems, including dealing with North Korea’s growing nuclear arsenal, low economic growth and falling exports.

박 대통령에게 최고위직 관리들을 교체하고 집권당을 탈당하라는 요구는 발전 중인 북한의 핵무기, 경기침체 및 수출감소 문제 대응을 포함해 여러 안보 및 경제문제들을 직면하고 있는 시기에 국정 장악력을 약화시킬 수 있다.
